North Korea Situation


Subsequent to North Korea testing a bomb in October 2006, former President Bush called for sanctions against nuclear arms. Then in 2007, during his speech in Chicago, he again advocated for significant reductions in US arsenal and blocking terrorists from obtaining nuclear weapons. North Korea forewarned the International Maritime Organization that they planned to launch ”experimental communication satellites” into space from a northeastern site in North Korea between April 4-8 so that the International Maritime Organization could alert nearby vessels and anyone in the air.  The first splash down was anticipated in the East Sea between Korea and Japan, the second in the Pacific Ocean. On April 5, when they did launch satellites, South Korea called the venture “reckless” and Japan was unhappy because the rocket's trajectory went over the main part of its island. Obama declared the experiment a “violation of UN Security Council resolutions.” In response to the UN Security Council condemning them for their April 5 satellite launch, North Korea declared their intent to pull out permanently from six-party talks and has said they will resume their nuclear enrichment program in addition to ridding themselves of all their nuclear inspectors.

Six-party talks involving China, South Korea, North Korea, Russia, Japan, and the United States were created for amenable resolution to security concerns about nuclear weaponry in North Korea and resulted when North Korea withdrew in 2003 from the Nuclear Non-Proliferation Treaty. In 2007 North Korea had finally agreed to six-party talks to shut their nuclear plants in exchange for fuel aid and working on “normalizing relationships” with Japan and the United States. North Korea's missile launch has sparked intensified world concern and negotiations amongst world leaders, including Obama.
    
Aware of the anticipated North Korean satellite experiment when he left the US to discuss world economics at G20, NATO, and EU Summits, President Obama took aside leaders of India, Great Britain, Russia, and China at the G20 in London to discuss international security issues. In Strasbourg, Germany at the 60th anniversary NATO Summit, he asked NATO to match resources to defeat the Taliban to fight the insurgency in Afghanistan and Pakistan. He asked for 5,000 additional troops in Afghanistan and European commitment to provide millions for a trust fund to support Afghanistan development. While in Prague for the EU Summit, Obama addressed the United Nations Security Council about his administration reducing the focus on nuclear weapons in its national security strategy and urging other countries to do similarly. He pointed to our need for strategy to stop terrorist groups like al-Qaida from buying and building bombs. He gave the talk to a crowd in Prague, which later became the focus of controversy regarding his nuclear disarmament stance.
